Resumen: Sharing economic benefits equitably across all segments of society includes addressing the specific challenges of different generations. At present, youth and elderly are particularly vulnerable to poverty relative to adults in their middle years. Broad-based policies should aim to foster youth integration into the labor market and ensure adequate income and health care support for the elderly. Turning to the intergenerational dimension, everyone should have the same chances in life, regardless of their family background. Policies that promote social mobility include improving access to high-quality care and education starting from a very early age, supporting lifelong learning, effective social protection schemes, and investing in infrastructure and other services to reduce spatial segregation.

Addressing COVID-19’s Uneven Impacts on Vulnerable Populations in Bangladesh: The Case for Shock-responsive Social Protection

Resumen: As in many countries worldwide, the ongoing COVID-19 pandemic and its containment measures aggravated poverty in Bangladesh. Poor and vulnerable population groups were among the hardest hit. This brief draws on key findings from a UNDP Bangladesh survey on COVID-19 impacts during the pandemic’s first wave in early 2020. It covered 2,500 UNDP beneficiary households (HHs) across the country. In addition to severe income shocks, analysis reveals that the crisis amplified existing multidimensional vulnerabilities among HHs. Existing social safety net (SSN) programmes were inadequate to address different vulnerabilities. Against this backdrop, this brief underscores the need for Bangladesh’s continued attention on reforming its social protection system to make it more employment-focused, shock-responsive and universal in line with national priorities and for COVID recovery.

Pension Fund Investment in Forestry

Resumen: A forestry investment can include land suitable for growing trees, the trees themselves, or both. Forestry has long provided opportunities for institutional investors but the scope for this investment remains limited. Forestry investment can offer financial and environmental, social, and governance (ESG) benefits. However, challenges to investing in forestry are significant particularly in emerging markets, which is also where reforestation, afforestation, and sustainable forest management is most needed. Currently, there is a lack of both knowledge about and interest in the forestry asset class. This report addresses this by detailing the nature of forestry investments, explores the case for investing in forestry, explains the mechanics of forestry investments, and highlights some of the challenges. The report concludes that the time is right to support broader involvement by pension plans in forestry investments globally.

Financing gaps in social protection

Resumen: This paper provides updated regional and global estimates of the costs and financing gaps for targets 1.3 and 3.8 of the SDGs relating to social protection and health care in 2020 and projections of incremental financial needs for reaching universal coverage in 2030. The paper analyses options for filling social protection financing gaps in developing countries during the crisis and beyond using domestic and external resources, including the strengthening and expansion of contributory systems. The analysis incorporates the effects of the COVID-19 pandemic.
