Leaving no one Behind

Resumen: Social protection is a universal human right and a key element of the 2030 Agenda for Sustainable Development. While this right unequivocally applies to migrants, irrespective of migration status, migrant women in particular often remain excluded. Against this backdrop, this policy brief discusses the barriers that migrant women face in accessing social protection and provides recommendations for States to meet their obligation to overcome these, particularly in relation to health care, maternity protection and essential services for victims and survivors of violence. It points to a range of positive actions that can be taken, including the creation of a supportive legal and regulatory framework, the design and implementation of policies and services that are responsive to the needs of migrant women and the separation of service provision from immigration enforcement activities.

Pakistan Assessment of Civil Service Pensions

Resumen: This report was prepared at the request in mid-2018 of the Secretaries of Finance for the Pakistan Federal Ministry of Finance, the Sindh Ministry of Finance and Punjab Ministry of Finance. Missions visited Pakistan in January and November 2018, the latter which included a week-long training program in the use of the Pensions Reform Options Simulation Toolkit (PROST). Policy discussions were held about reform options in January 2019 during a workshop on South Asia Civil Service Pension system in Bangkok, Thailand. The initial findings of the PROST projections were discussed with key counterparts in Islamabad, Karachi and Lahore in October, 2019. This report evaluates the current civil service pension scheme and suggests options to consider for pension policy and parameter reforms to improve sustainability, equity and predictability. Actuarial projections have been employed for the civil servant schemes for the Federal civil servants, and for civil servants in Punjab and Sindh. We have not modeled the schemes for other provinces, for Autonomous Authorities or for Uniformed Forces. This report is organized as follows: section two reviews the design, parameters and coverage of the civil servant pension schemes in Pakistan; section three evaluates the key challenges presented in these schemes; section four suggests options for parametric and structural reforms; and section five concludes.

Gender Pension Gaps in a Private Retirement Accounts System: A Dynamic Model of Household Labor Supply and Savings

Resumen: This paper develops and estimates a dynamic model of individuals' and couples' labor supply, savings, and retirement decisions to analyze how the design of a privatized pension system affects gender pension gaps. Chile has one of the longest running nationwide private retirements accounts systems in the world, operating since 1980. It has served as a model for many countries and was reformed in 2008 to alleviate old- age poverty and reduce gender pension gaps. The paper estimates the dynamic model using pre-reform data and compares the model's short-term predictions with available evidence on the reform's causal impacts. The analysis finds that household structure is an important determinant of the behavioral and distributional impacts of the reform. The paper evaluates how actual and counterfactual changes in the pension system design affect men's and women's economic decisions, pension receipts, and program costs over a longer time horizon. Three design features significantly reduce gender pension gaps: expanding minimum pension benefit eligibility, providing a per-child pension bonus, and increasing women's retirement age to be equal to men's.

Government Pension Fund Thailand Environmental, Social, and Governance Weight and Score: Asset Valuation Methodology

Resumen: As one of the largest pension funds in Thailand, government pension fund (GPF) is fully aware of its importance as a universal owner and of its role supporting sustainable global values within the context of environmental, social, and governance (ESG). In 2018, GPF publicly announced its commitment to ESG investing and its intention to be the leader in ESG investing and initiatives in Thailand. Since then, GPF has pursued its mission through co-operation with the Organization for Economic Co-operation and Development (OECD), the World Bank, and the PRI and through initiating and leading collaborative engagements with local institutional investors and with GPF’s external fund managers, both domestic and international. This document provides a detailed description of the approach, explaining how one analyze and weight ESG factors at the sectoral and at the company or issuer level, and how one incorporates these into asset valuation and pricing. The aim is to make the methodology transparent to concerned stakeholders and to share ideas to institutional investor peers.

Sourcebook on the Foundations of Social Protection Delivery Systems

Resumen: The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.
